Joshua Bibee is a Marine Corps veteran and seasoned acquisition professional with more than a decade of experience spanning federal contracting, foreign military sales, and commercial construction management. Before founding United Force Management, he served as a Contracting Officer with an unlimited warrant at the Air Force Life Cycle Management Center, where he negotiated and executed multi-million-dollar defense and intelligence contracts, managed international partnerships, and drove cost-saving procurement strategies.
Holding both a Master of Science in Executive Leadership & Organizational Change and a Bachelor of Science in Construction Management from Northern Kentucky University, Joshua combines operational insight with business leadership. His career has been marked by recognized excellence, including the Dr. James G. Roche Product Support Excellence Award and multiple team performance awards in international defense programs.
As CEO of United Force Management, Joshua leads the company’s mission to transform government acquisitions and program management through innovative solutions, consulting, and technology integration. His blend of combat-tested leadership, federal acquisition expertise, and entrepreneurial vision positions him to guide clients through the complexities of procurement with precision and integrity.

Taylor Morse, Chief Technology Officer
Taylor Morse is a U.S. Army veteran and technologist with nearly a decade of experience in cyber operations, software development, and enterprise IT modernization. He began his career as a Cryptologic Network Warfare Specialist and Tool Developer in the Army, where he led cyber defense operations, built mission-critical tools, and trained hundreds of soldiers in advanced networking, exploitation, and automation techniques. He later served as a Solutions Engineer at a technology startup, helping enterprise and government clients modernize IT systems, implement secure cloud infrastructures, and automate complex workflows.
As Chief Technology Officer of United Force Management, Taylor leads the design and development of UFM’s contracting automation platform, guiding product architecture, cloud strategy, and integration with Department of Defense systems. His blend of operational expertise, software engineering skill, and startup leadership positions him to transform government contracting through secure, modern, and scalable technology solutions.
